Did Tax Cuts And The Jobs Act Make Treasurys More Attractive Than Munis?

Treasury bonds offer more value than municipal bonds of equivalent credit quality even after adjusting for their tax benefits. If I were a Treasurer at a large bank or insurance company that invested in municipals, I would want these charts posted on the walls of my Portfolio Managers' offices.
